BACKGROUND:
The Special Financing Facility (SFF) has been established as a mechanism to channel financial support from international donors to the Federal Government of Somalia (FGS) to support its recurrent budget deficit, while also providing capital financing for selected local development initiatives that will enhance the Government’s credibility with the local population. The SFF will be implemented by the Ministry of Finance through established two units for the SFF Financial Management and the Temporary Implementation. The units will be located in the premises of Ministry of Finance. The Ministry will be supported by an externally recruited Financial Agent (FA) who will provide fiduciary assurance and support the operations of the two units.
The SFF-Temporary Implementation Unit (TIU) will be responsible to:
· Identify SFF projects according to established SFF implementation criteria;
· Ensure adequate regional consultations and the formation of local project steering committees;
· Pre-qualify vendors, contractors and oversee tendering process;
· Contract negotiation and bid award;
· Monitor and supervise project execution;
· Ensure the full engagement of local projects committees;
· Prepare Payment Certificates;
· Maintain a register of all projects funded and assets created under the SFF;
· Prepare project progress reports;
· Prepare monthly procurement and project implementation progress reports for scrutiny by the SFF Operations Committee;
· Quarterly reports for submission to SFF’s High Level Committees;
· Support the SFF public information and communication systems including website design and management and information dissemination through traditional communication channels (e.g. Radio, Print Media and TV)
ESSENTIAL FUNCTIONS: The Communication Specialist supports the implementation of the SFF’s TIU objectives by meeting all internal and external communication needs. S/he will be expected to provide input on and execute communications proposals identified by the SFF-TIU and government partners. The responsibilities of the TIU’s communication Specialist will include:
· Raising awareness of the TIU’s activities to the local population. This will also involve liaising with the communication teams at the offices of the President and Prime Minister to ensure the Government’s messaging surrounding the TIU is coherent and effective.
· Raising the public profile of the SFF using proactive media outreach, and a range of public relations activities;
· Coordinating and managing all TIU communications;
· Contributing to media strategy development and engagement in cooperation with the Ministry of Finance ( MoFP);
· Coordinating and supervising press conferences, media briefings and interview in cooperation with the MoFP;
· Drafting statements and other materials to ensure that SFF values are conveyed to the public consistently and coherently;
· Writing and editing press releases and briefing papers;
· Establishing and managing the SFF website. This role includes contributing to the content of the SFF website by providing text, photographs, and other appropriate audio-visual material;
· Assisting the MoFP in the publication of SFF-related information on the MoFP and SFF official websites;
· Maintain a log of all communications;
· Write monthly and quarterly success stories and/or feature articles that clearly illustrate TIU’s programmatic impact,
· Conduct direct interviews with partners and beneficiaries and produce multimedia content and take quality photographs;
· Produce and update a variety of communication products, including posters, slideshows and brochures for the SFF programs and MoFP;
· Assist in the compilation of data and preparation of project implementation progress reports;
· Any other duties that may be assigned from time to time by the Head of TIU.
REQUIRED QUALIFICATIONS:
· Relevant university degree or higher education in communications or international development.
- Minimum of 3 years of relevant working experience in developing and implementing strategic communications strategic communications strategies.
· Demonstrated experience in managing communication activities.
· Strong inter-personal skills and ability to work within and build a team environment, excellent communication and negotiation skills, ability to work effectively and harmoniously within a diverse work environment.
· Ability to adapt and cope with changes and work related pressure.
· Excellent computer skills, including website content management.
· Written and spoken fluency in Somali and English required.
