Museveni told reporters here, 40km south of the capital Kampala after meeting with a visiting UN Security Council delegation that Uganda can provide any number of peacekeeping troops that are needed but it lacks funds to transport them to Somalia and equip them.
"We have the human beings, we have the experience, we have the training but we can not provide the money at least for that cause which is so far away from us," he said.
"There are some African countries which have got money, if they decide they can contribute. Like Libya, Algeria," he said.
He also urged the international community to contribute funds to the mission.
Museveni said on Monday while meeting a visiting delegation of army generals from European Union member states that Uganda is willing to raise the 20,000 soldiers needed for the stabilization of Somalia.
Uganda and Burundi are the only countries which have deployed over 7,000 troops in Somalia where they are protecting the government installations.
The UN Security Council delegation was meeting Museveni to discuss regional security including the Somalia peace keeping mission.
