The Russian Ambassador to Uganda, Mr Sergey N. Shishkin, has said “strict, consistent and competent combat” is needed if the war against terrorism in Uganda and Somalia is to be won.

The envoy on Wednesday also advised Uganda to “not simply destroy terrorists” but the very environment that breeds “extremism.” He called on Uganda to do so by propping the Somali transitional government and to continue working in Somalia.

Amb. Shishkin was speaking during the launch of the Advocacy for Violence Free Election 2011 campaign in Kampala. “The most reliable guarantee is that Uganda will no longer be an object for terrorist attacks, such as those that occurred on July 11,” he said.
