The United Nations Development Programme (UNDP) in Somalia would like to invite registered Somali National Institutions to submit their Expression of Interest (EOI) for prequalification in the Implementation of Community Based Early Recovery and Livelihood activities in all Regions of South Central Somalia; (South Mudug, Galgudud, Hiran, Middle Shebelle, Benadir, Lower Shabelle, Bakol, Gedo, Bay, Middle Juba and Lower Juba).
Objectives: UNDP Somalia is looking for partnerships with registered Somali National Institutions; (LNGOs, CBOs, CSOs, Training Institutions, Research Institutions, Community Management Committees, Consultancy Firms, and related institutions) in order to:
1) Implement components (subproject) of Early Recovery and Livelihood Projects including;
a) Area Based Early Recovery Project components;
b) Employment Generation for Early Recovery Project components;
c) Jubba and Shabelle Water Shed Management Project components;
2) Provide skills development as well as capacity building for partner Somali National Institutions on project management, monitoring and evaluation;
3) Supervise, monitor and evaluate Somali National Institutions in the implementation of the various components in South Central Somalia.
Services to be provided by the Somali National Institutions
Interested national Institutions in this EOI and should demonstrate strength and apply in one or more of the following fields/sectors:
• Productive assets rehabilitation and development including agriculture, water sources and irrigation systems, etc
• Basic social and economic infrastructure rehabilitation and development; including markets, health facilities, feeder roads, etc,
• Quick employment and Income generation activities
• Community and house hold level financial service facilities
• Vocational training and capacity development
• Institutional development and strategic management
The interested National Isntitution need to fulfill the following eligibility requirements for consideration not later than Sunday 16th November 2008. The National Institutions are required to submit EOI in line with the above services for pre-qualification, National institutions are encouraged to apply only if they meet the below criteria.

| Previous experience in working with UN and/or other humanitarian agencies, preferably on community based livelihood improvement activities | Proof of projects implemented and their value. Information on a minimum of three previous similar contracts and minimum of three references and contacts of previous conducted works with UN and/or International Agencies. Provide names, locations, reference and contacts with the names of references for these contracts. |

Interested national Institutions must provide information indicating that they are qualified to perform the requested services and may associate to enhance their qualifications.

EOI from suppliers failing to provide the requested information will be disregarded. The EOI will form the basis for a pre-qualified short-list of national institutions in Somalia. The next process will be conducted in accordance with the procedure set out in the UNDP Programme and Procurement Guidelines and UNDP Financial Rules and Regulations.
This EOI does not entail any commitment on the part of UNDP, either financial or otherwise. UNDP reserve the right to accept or reject any or all EOI and RFP without incurring any obligation to inform the affected applicant/s of the grounds.
