Attorneys for Said Ali Biyad have argued that he is incompetent and therefore should not face trial.
Psychologist Greg Perry met five times last year with Biyad, an immigrant from Somalia. Perry said Monday he believes Biyad would be able to follow trial proceedings.
Biyad is facing the death penalty for the Oct. 6, 2006, killings of his four children, ages 2-8. The children had their throats cut.
Biyad is also charged with attempted murder, rape and assault for an alleged attack on his wife, Fatuma Amir.
