It is for the first time Somali insurgents have used the tactic of using police uniforms to carry out attacks on government targets.
A senior police officer confirmed the attack on condition of anonymity and said an investigation into is underway.
In a separate incident, two people were killed and four others wounded when a roadside bomb went off minutes after an Ethiopian military convoy passed through the city.
The Ethiopian and Somalian troops carried out searches at the site of blast and arrested a number of people, an official said.
Insurgents opposed to the presence of Ethiopian troops in Somalia and government police have been waging regular Iraqi-style guerrilla attacks on government and foreign forces in the country since early last year.
