Kenya: 96 police officers moved in new reshuffle

Police Commissioner Maj Gen Mohammed Hussein Ali has transferred 96 senior police officers only two weeks after he redeployed 16 others.

Among those transferred is SSP George Kinoti, the former personal assistant to CID director Joseph Kamau, who has been transferred to Kuria as the deputy OCPD.

The transfers come six weeks after a fall-out between the CID director and Maj Gen Ali following the raid on the Standard newspapers and KTN, which the police commissioner complained had been done behind his back. 

The latest transfers affect officers from the rank of deputy commissioner of police (DCP) and superintendent of police (SP). 

They are seen as efforts by the commissioner to stamp his authority in the force and also improve service delivery.

Some of those affected are the Nairobi's Central police boss Michael Rimi Ngugi and his CID counterpart Danson Diru. Mr Diru was transferred to Moyale in the same capacity while Mr Ngugi is now the staffing officer (operations) at the Anti Stock Theft Unit.

The Kenya Police Airwing has a new boss, Mr Gilbert Gitonga, who replaces Mr Ireri Chege. Mr Gitonga was until his new appointment, a deputy to Mr Chege.

Mr Gideon Mutua who has been the deputy commandant at the Kenya Police College, Kiganjo, has been transferred to CID headquarters. His position has been taken by Mr Bakari O. Jambeni, formerly Nyanza provincial police boss. 

Another deputy commissioner of police, Mr John Ochieng, has been deployed to the Small Arms Secretariat from the Police headquaters.

In Rift Valley, Mr Dominic Mutinda Mutevu, takes over as deputy provincial police boss. He was formerly a staffing officer in charge of operations at the police headquarters. Also affected in the shake-up is Mr Stanley Kinuthia Rimugi, who moves to the inspection unit at the police headquarters from the CID headquarters. 

The deputy Eastern PPO, Mrs Mary Chepchumba Ruara, shifts to CID headquarters as the Western Provincial CID boss Daniel Chesimet Kenduiywa has been assigned to Vigilance House Complaints section.

The new chief instructor at the Kenya Police College is Mr Alfred Kambona Ombamba, who was the deputy PPO, Western Province.

The CID training school also gets a new commandant, Mr Obadiah Kariuki Kimani, who takes over from Ms Grace Kaindi, who was transferred earlier to Nyanza as the provincial chief. 

Former deputy PPO in Nyanza, Mr Joseph Manguoluk Ole Tito, is the new head of the Central police workshop. He is replaced by Mr Antony Kibuchi Mugo who was the chief instructor at the Kenya Police College. Coast's new police chief is Mr Stephen Torotich was formerly at the Kenya Police Inspection Unit. 

Rift Valley's deputy police boss Julius Mwasaga Mwakule moves to Western province in the same capacity.

Complaints section

North Eastern's PCIO Henry Owila Ondieki switches to the Community Policing desk at police headquarters, while the former Tourist Police Unit boss, Ms Alice Naliaka Simiyu shifts to the CID headquarters Complaints section.

Mr Nelson Njiru Munyi, who has been assistant commissioner in charge of administration in Central Province is deployed to the National Disaster Centre and is replaced by Mr Gerald Silas Mbaabu.

An assistant commissioner of police in charge of administration in Rift Valley, Mr Larry Kiplagat Kieng, has been promoted to become staffing officer in charge of operations in the province.

Flying Squad's boss Sebastian Njiru Ndaru has been named the new Central provincial CID boss while Mr Peter Mwania Mwanzia, an assistant commissioner based at the Vigilance house, has been transferred to the training department. Previously, he was at the crime intelligence unit at the headquarters.

The staffing officer in-charge of operations at the Rift Valley, Mr Andrew Kimetto, goes to Coast Province in the same capacity.

The new staffing officer in-charge of administration at the CID headquarters is Mr Pius Baraza, while Mr Robert Kitur is the new deputy Eastern provincial central firearms bureau licensing officer. He was the staffing officer operations in the province. 

Mr Peter Muinde is the new assistant commissioner in charge of administration in Western Province, while Mr Charles Mungai moves to police headquarters from Nyanza.

Also redeployed is Mr Julius Kanampiu, who moves from the General Service Unit to the police headquarters as Mr Patrick Kenyani Agesa, who was at the Railways police unit, becomes the new Nandi North police boss.

Mr Sebastian Limbitu has been transferred from Eastern Province to the police headquarters while Mr Tom Omani, who was at the CID Training school, takes a new posting at the CID headquarters.

Same capacity

Marsabit police chief Amos Cheboi shifts to Kiambu in the same capacity as Mr John Omusanga, who has been seconded to the National Counter Terrorism Centre, goes to the General Service Unit headquarters. Another officer seconded to the National Counter Terrorism Centre, Mr Joseph Mugwanja, has been redeployed to the CID headquarters as was Alice Wambua.

Mr David Baya has been transferred from the police headquarters personnel unit to Nyanza, where he will be in charge of operations. Mr Eric Kibaara Kiraithe, who had been seconded to the Central Bank, shifts to the police headquarters personnel section. He is replaced by Mr Allan Onyango Sangoro.

Former Coast provincial staffing officer in charge of operations, Mr Samuel Luikai Lulii has been transferred to Eastern Province in the same capacity.

Mr Donasius Angelus Njagi, who was the Trans Nzoia police chief is the new head of the Motor Vehicle Unit. He replaces Mr Alfred Eruka Osilingi, who moves to the Motor Vehicle Inspection Unit. Mr Njagi has been replaced by Mr Antony Munyao Kamitu.

The new Kajiado OCPD is Mr Harret Hassan Abdi, who has been at Vigilance House. He replaces Ms Dorcas Wangui Mugo who moves to Kenya Police College. 

Ngong OCPD Julius Muthuri has been transferred to Embakasi in the same capacity, replacing Mr Gideon Amalla who moves to the Nairobi Provincial headquarters. Replacing Mr Muthuri in Ngong is Mr Hamisi Suleiman Mambeya, who was deputy OCPD Kilimani.
