Somalia vows to push for one-person, one-vote elections amid opposition talks

Mogadishu (HOL) — Somalia’s government remains committed to replacing the country’s long-standing indirect voting system with a one-person, one-vote election, Justice and Constitutional Affairs Minister Hassan Moalim said Thursday.

Moalim stressed that the government’s plan will be implemented through dialogue, not force, and highlighted recent talks with opposition leaders as a step toward political openness.

“This is the first time that the federal government has invited the opposition for formal dialogue,” he said, adding that the goal is to create a peaceful political environment.

Despite progress, the two sides remain divided over proposed constitutional amendments, particularly changes to Article 4, which governs the electoral process.

The National Consultative Council previously pledged to hold state presidential elections on November 30 to align federal and regional timelines. But in states where mandates have already expired, no elections have taken place.
