With over 35 years of experience in diplomacy, development, and international relations, Laing has held multiple UK government policy positions at national and international levels. She recently served as British High Commissioner to Nigeria and British Ambassador to Zimbabwe.

In her new capacity, Laing will facilitate political dialogue and reconciliation, aid the Somali government in building state institutions, promote human rights and the rule of law, coordinate humanitarian assistance efforts, and support peace and security in the nation. Established in 2013 by the United Nations Security Council, UNSOM aims to help Somalia create a peaceful and stable state following decades of conflict and political unrest.

Laing earned a Master of Science degree in economics from the London School of Economics and Political Science and a Master of Business Administration from Cranfield University, both in the United Kingdom.
