Somali parliament to debate third reading of 2022 budget

Mogadishu (HOL) - Somalia's parliament will hold its third consecutive joint session in Mogadishu on Thursday for the third reading of the 2022 budget.

The tense joint parliamentary session discussed audits and government expenditure being co-chaired by the speakers of the lower house and the upper house.

Abdirahman Duale Beileh, the outgoing minister of finance, was questioned by lawmakers as they discussed the annual budget report. The parliamentarians accused the ministry of not submitting audits to the parliament over the past four years. The minister counters that the audits were processed and submitted to the 10th parliament but were not approved.

Abdi Hashi Abdullahi, Speaker of the Upper House of the Federal Parliament, disagreed with the minister's assertion and insisted that no budget report or approval had been given to the Upper House. However, the fact is that the two houses of parliament have not had a working relationship for the past two years of their term of office.

According to Abdirizak Moalim Eid, a member of parliament elected from the Hiraan region, the federal government has not carried out a single development initiative in the area over the previous five years. The projects did not reach their constituents, according to other MPs.

The government's $918.7 million budget for 2022 is the highest budget ever for Somalia since the collapse of the central government in 1991.
