"We must be careful not to misuse national resources and enter into illegal agreements. We have to be very careful and vigilant.”

The prime minister has told the cabinet and all government agencies that no one can make dismissals or appointments without his permission.

"Mistakes can happen, and they can be rushed. There should be no dismissal or new appointments.”

Prime Minister Roble, meanwhile, has instructed the Director General’s of ministries to abide by the directives of their ministers.

The PM's statement comes at a time when there is a dispute over a contract agreement between the Minister of Commerce and a private company, which has signed a contract to ensure the quality of goods arriving at Mogadishu’s port.

The Minister of Trade has suspended the Director of Quality Assurance for opposing the agreement. The auditor general also called the deal illegal.
