Duty Station: Mogadishu, Somalia

Position: SFF –TIU Monitoring and Evaluation Officer

Reporting to: Head of TIU

Duration: 12 Month

BACKGROUND:

The Special Financing Facility (SFF) has been established as a mechanism to channel financial support from international donors to the Federal Government of Somalia (FGS) to support its recurrent budget deficit, while also providing capital financing for selected local development initiatives that will enhance the Government’s credibility with the local population. The SFF will be implemented by the Ministry of Finance, which is establishing two units for SFF implementation and financial management. The units will be located in the Ministry of Finance. The Ministry will be supported by an externally-recruited Financial Agent (FA) who will provide fiduciary assurance and support the operations of the two units.  

The SFF- Implementation Unit (TIU) will be responsible to:

·       Identify SFF projects according to established criteria;

·       Ensure adequate regional consultations and formation of local project steering committees;

·       Pre-qualify vendors and Contractors and oversee tendering processes;

·       Contract negotiation and bid award;

·       Monitor and supervise project execution;

·       Ensure the full engagement of local project committees;

·       Prepare Payment Certificates;

·       Maintain a register of all project funded and assets created under the SFF;

·       Prepare monthly procurement and project implementation progress reports for scrutiny by the SFF    Operations Committee;

·       Quarterly reports for submission to SFF’s High Level Committee;

·       Support the SFF public information and communication systems including website management and information dissemination through traditional communication channels (e.g. Radio, print media and TV)

 

ESSENTIAL FUNCTIONS:

The responsibility of the Monitoring and Evaluation Officer will be as follows:

·       Lead the development of the project information, monitoring and knowledge management system (including data collection, analysis, storage and reporting process) with the support from the Head of TIU;

·       Monitor and evaluate of all TIU on-going and completed projects on timely physical verification with close collaboration of the Engineer;

·       Ensure systematic on-site monitoring by visiting project sites on a regular and preferably daily basis (subject to actual situation on the ground);

·       Ensure data quality, accuracy, consistency and compliance with donor’s standards;

·       In collaboration with the Head of TIU and the Operations Manager , facilitate baseline surveys including data collection and analysis process;

·       Ensure systematic identification and documentation of innovations and “best practices”, unintended outcomes, programming opportunities;

·       Ensure periodical assessment of context, assumptions, methodologies and progress;

·       Develop mechanisms and lessons learned through evaluations where possible;

·       Ensure all relevant partners understand the information and monitoring system and their responsibilities within the system;

·       Contribute to proper facilitation of visits of partner and other interested delegation to the site of the project, including by providing interpretation assistance;

·       Assist in the compilation of data and preparation of project implementation progress reports;

·       Train project officers on M&E mechanism and required methodologies ;

·       Perform any other duties assigned from time to time.

 

REQUIRED QUALIFICATIONS:

·       Degree in administration, project planning and management, monitoring and evaluation or information management. Alternatively a combination of relevant education and professional experience.

·       Preferably 3 years of professional experience in information management, preferably with international development organizations;

·       Ability to work under pressure and handle concurrent activities simultaneously;

·       Strong inter-personal skills and ability to work within and build a team environment;

·       Ability to provide both detailed and strategic analysis and negotiation skills;

·       Capacity to work effectively and harmoniously within a diverse work environment.

·       Strong computer skills.

·       A thorough knowledge of written and spoken English and Somali is required.
