Somali President Hassan Sheikh Mohamud and Puntland regional President Abdirahman Mohamed Farole failed to agree on several key issues related to Somalia's cohesion, the leaders announced at the conclusion of Mohamud's two-day visit to Puntland on Monday (April 29th).

Puntland said it will not send representatives to the upcoming London conference on Somalia because the government opposes its move to attend the conference as a regional state, Puntland spokesman Ahmed Omar said, according to Somalia's Garowe Online.

Puntland also continues to support the Kismayo conference regarding the formation of the Jubbaland autonomous region. Mohamud reiterated that the federal government views the conference as unconstitutional, while Farole said Puntland supports the conference as a community-led political process that follows constitutional guidelines.

Nonetheless, the two leaders agreed on several key points pertaining to Somalia's development, including to "continue the peace process and national reconciliation, advance federal system in Somalia, and implement security cooperation", Farole said.

They have also agreed to form a Joint Technical Committee of military commanders to oversee the re-building of the Somali National Army, including the integration of Puntland forces, Farole said.
