Somali's banking sector and foreign relations were stalled during the transitional period, Barre said, because it was perceived that the government was not fit for the task. He said the TFG was an obstacle to development and international co-operation during its tenure, which began in 2004 and ended with the election of President Hassan Sheikh Mohamud on Monday.
Barre called on those selected to serve in Mohamud's cabinet to remain development-oriented and to uphold their constitutional mandate and rebuild Somalia.
