Kibaki: I will ensure smooth transition

"It is my joy to address you, as we prepare to usher in a New Year - 2012. I thank the Almighty God for mercifully watching over our country.

Despite the challenges we have faced in the past year, our country continues to make great progress in various fields of national endeavor.

We are now firmly on the path of national transformation, with the full implementation of our Constitution.

Many of the projects envisaged under our Vision 2030 are being implemented. These include infrastructure development across the country. Better infrastructure is helping our people move their goods and services in a faster and cost-effective manner.

Social programmes

Social programmes in the fields of education and health are empowering our people. Today, we have more of our youth enjoying free education programmes, giving them a better chance at succeeding in the future.

The resources we are investing in the health sector are ensuring that our people are healthier and more productive.

After many months of rising cost of living, I am confident that we will have reduced inflationary pressures in the months ahead. This is due to the anticipated reductions in energy prices, and increased food production.

2012 will be a transitional year. We begin a transition from a centralised to a devolved government. We start the journey of empowering 47 county governments that will be charged with managing the affairs of the people at the grassroots level.

I see this as a great opportunity to devolve responsibility to the people. Let us embrace this new concept of governance with a renewed sense of hope and confidence.

We will put in place measures to ensure that all counties are adequately prepared to embrace the new opportunities and overcome the likely challenges.

The coming year will also see a transition in national leadership. After two terms as your President, I will be happy to oversee a smooth transition to the new leadership that you the people will vote into office.

I thank you the Kenyan people for the support you have extended to me during my time in office. I wish to assure you all that we will put in place all the necessary measures to ensure a free and fair General Election.

In this regard the Government will facilitate the issuance of national identity cards to youth of age, to enable them register as voters as the process kicks off in the coming weeks.

As we prepare for these transition milestones, let us all be reminded that Kenya is one nation. We must therefore take actions, which guarantee that we remain one united nation.

Peace in Somalia

As we usher in the New Year, we remember and pray for our men and women in uniform, who are currently on the mission within our borders and inside Somalia, aimed at safeguarding our nation. Peace in Somalia is a critical pillar to regional prosperity."
