Instructors struggle to rebuild Somalia's army

MOGADISHU, Somalia (AP) — African Union instructors are struggling to mold Somali militias into a 10,000-strong regular army with the help of a European Union training program.

In the past year the men have received uniforms, a regular salary, and 2,000 of them have been trained in Uganda.

These are the forces many aid agencies must rely on to protect vast amounts of food pouring into Somalia. Some now fear with the Islamists gone, Somalia's armed forces may simply fight each other and try to extort money from the civilians they are meant to protect.
