In the same token, Rugunda signed a memorandum of understanding on the use of facilities in Entebbe. Uganda has become the UN regional hub from which it will carry out all its peace-keeping activities in the Great Lakes Region to coordinate UN activities. The shifting of the bases from the DRC and Burundi to Uganda is a clear cut answer that Uganda is an exporter of peace, and humanitarian aid to countries that need it, especially in the Great Lake Region and the Horn of Africa.
Uganda is in line with the UN charter of promoting international peace and security. It therefore means that, Uganda will send troops to any country in the world where peace and security is threaten.
Uganda’s presence in Somalia has been criticized by some people in and out of Uganda. I pity such thinkers, Uganda was attacked by the al-Shabaab militants killing our people like dogs on July 11, 2010. This barbaric and evil organization killed innocent Ugandans whose country is helping failed Somalia to have peace.
It is also cheap for Uganda to send troops to Somalia and create peace and security than to harbor Somali refugees in Uganda fleeing from the war in their country as they are more costly.
Somalia needs foreign intervention if it must establish a government free from rebellions. That is why the UN envoy for Somalia recently called on international partners to help advance peace, stability and national reconciliation in the Horn of Africa nation.
The lack of commitment of other African countries who had earlier promised support has seriously delayed peace in Somalia. If all the African Countries had taken a common strategy in the fight against terrorism and organized crime in the failed state of Somalia, peace and security would be rife in this area by now.
