BACKGROUND:

The UN Office of the Resident/Humanitarian Coordinator for Somali has established the Interim Support Fund for Somalia (ISFS). The objective of the ISFS is to facilitate coordinated, flexible and rapid donor response for financing Somali declared priorities in accordance with the Development Co-operation Directorate (DAC) guidelines “Helping Prevent Violent Conflict” and DAC “Principles for Good International Engagement in Fragile States”.

 

In line with UN reform initiatives and above noted DAC, the Interim Support Fund for Somalia (ISFS) is a financing mechanism whereby donors can fund projects within an agreed structure for joint co-ordination, reporting, monitoring and evaluation. To support uniform and consolidated reporting, the ISFS will be administered by UNDP under UNDP financial rules and regulations. The participating UN Organizations will execute projects, financed through the ISFS, in accordance with their financial rules and regulations. Proposals for funding will include detailed implementation arrangements, including implementing entities. Implementing entities eligible for funding will include government institutions, local authorities, civil society organizations and Somali international NGOs. Private sector entities can also be contracted in accordance with the financial rules and regulations of the participating UN Organizations.

 

The ISFS aims to ensure a) structured, transparent and accountable approval and report mechanisms, b) efficient and prompt delivery and c) enhanced donor–agency coordination to reinforce funding structures, minimize duplication and the emergency of gaps, maximize impact of resources and avoid inconsistency in policy advice and development.

 

Donor contributions to the ISFS will be utilized to finance projects proposed with the framework of two funding windows and several thematic clusters. The two funding windows are: a) activities as outlined in the RAP, including the SEBSP or subsequent financial mechanism providing similar support services to the Government of Somalia; and b) activities outlined in the CAP for Somalia and other integrated UN work plans such as the Transition Plan for Somalia.

 

Duties and Responsibilities

 

Under the overall supervision of the UN Resident and Humanitarian Coordinator for Somalia, the Trust Fund manager will be responsible for the management and coordination of the ISFS and will help strengthen existing partnerships and build new financial/programmatic partnerships with Donor Governments.

 

Specific duties and responsibilities include:

 

1. Focal point and communication functions

1.1 Serve as the representative of the RC for the ISFS;

1.2 Coordinate UN Agency communications and activities around the ISFS issues, providing informational materials and guidance where require to ensure full participation and dissemination of one message;

1.3 Serve as the main contact point for communications regarding and reporting on the ISFS with outside parties, including (but not limited to) donors, government institutions, private contributors, media etc;

1.4 Ensure appropriate representation of the ISFS at meetings of other UN bodies, agencies or governments;

1.5 Maintain close liaison with the Coordination Monitoring Committee, the Joint Planning Committee and the Steering Committee;

1.6 Using most efficient means (creation of newsletter/web-page), promote the objectives and achievements of the ISFS through institutional channels. Develop and produce informational materials on the methods and achievements of the ISFS for dissemination to potential donors, government representatives, UN country offices, and civil society organizations. 

 

2. Resource mobilization and resource allocation

 

2.1 Mobilization

2.1.1 Mobilize financial resources for the expansion of the ISFS resources, by:

i.                     developing fund raising strategies;

ii.                   identifying and cultivating additional contributors to the Fund;

iii.                  initiating and following-up on all fund-raising initiatives of the ISFS, coordinating UN Agency responses and proposals;

iv.                  support to donor relationship activities including the coordination of visiting donors, NGOs, journalists, UN missions and researchers;

 

2.2 Allocation

2.2.1. Liaise with the donors and the finance section of the Administrating Agent for the payment of contributions in accordance with the ISFS agreements

2.2.2. Ensure funds are allocated into proper Atlas budgets and follow up with the finance sections to receive proper donor fund codes for Atlas budgets.

2.2.3 Ensure that the payment schedules from the donors that signed the Letter of Agreement are set up in Accounts Receivable and ensure timely collection of same from the donors;

2.2.4 Ensure that, on a cumulative basis actual allocations do not exceed total contributions received;

 

3. Management

3.1 In collaboration with UNDP, manage all aspects of the administration of the Fund, including financial resource management, coordination and administration, using established guidelines and procedures, to realize maximum performance and impact;

3.2 Provide substantive support to all ISFS operations including overall facilitation and oversight of the Cluster Task Manager group and the Cluster Committees where required, to ensure inter-cluster consistency;

3.3 Supervise the ISFS secretariat in support and facilitation of the work of the Steering Committee, including the organization of ISFS meetings, preparation of all related documentation, and ensuring required follow-up;

 

4. Monitoring / Reporting

4.1 Ensure that all monitoring/reporting requirements as stated in the ISFS MOU are complied with, including:

i.                     Provide financial oversight for the ISFS, ensuring that all funds received from donors are closely monitored, tracked and reported on as necessary.

ii.                   Ensure proper monitoring systems are in place for the implementation of all projects funded under the ISFS including fulfilment of all substantive and financial reporting requirements, in accordance with the MOU;

iii.                  Review reports sent to the ISFS by the Participating UN Organizations and ensure their consistency with other information available to the Trust Fund Manager;

iv.                  Request on a timely basis from the Administrative Agent’s Finance section certified financial reports to the donor within deadlines as specified in the trust fund agreement.

v.                    Based on the reports provided by the Participating UN Organizations, prepare consolidated reports on the activities of the ISFS and circulate to each donor that has contributed to the ISFS according to agreed schedules and when required

 

5. Support cost

5.1 Ensure that the agencies support costs are provided for in project budgets in accordance with the trust fund agreement

5.2. Ensure that the Administrating Agent’s costs of administering the trust fund are covered in accordance with the ISFS MOU.

 

6. Others

6.1 Review and provide options to the RC on the evolvement of the ISFS to meet the needs of a medium-long term financing mechanism for the RDP.

6.2 Ensure that the ISFS is coordinated and positioned in the wider Somalia Coordination Framework(s).

6.3 Liaison with UN entities on updated thinking and debates regarding consolidated funding mechanisms with the aim of optimizing the ISFS according to best practices and local preferences.

6.4 Liaison with partners (TFG/ OCHA/ SSS) to keep at all times holistic information on funding for Somalia by sector.

Qualifications:

 

Ø       Masters Degree in Business Administration, Public Administration or related discipline.

Ø       Minimum of 7 years relevant work experience, within a governmental, multilateral or civil society organisation in a multi-cultural setting.

Ø       4 or more years of progressive responsibilities in fund management or resource mobilisation and allocation; and/or monitoring & reporting.

Ø       Fluency in English.
