 I am an Italian citizen visiting Somalia till March 2006.
In Somalia (with Somaliland) there are 16 regions and 67 Districts.
Somali must start to govern themseves electing first the head of their Districts than the Governor of each Region, than the Federal Parliament (200 members) with an average of 3 Deputies each district.
Each Governor governs his region together with the heads of the Districts of his Region.
The Parliament elects the ministries and the President who will be also the PM of the Government.
The Parliament can change any time one or more ministries and the President.
Each District can change its Deputies any time.
The Parliament must give its approval for the Head of the Police and of the Army chosen by the government.
Simple not ?
Somali people do not accept orders from above, they must start from the base.

 Yahye the history lessons should be used to guide us to where we are going to. Somalia's unitary political system never functioned as a system of governing a nation because we as a nation have misserably failed to make it accountable. Can we make it accountable??. The answer unfortunately is no, we will not be able to get the central government accountable for its actions. Let me drive you through our political history a bit. Abdulahi ciise was elected as PM and even before regaining our national sovereignty his government became "Governo Sacad". Adan Cadde and his government became "Governo Maxamud saleban" which went on and on and on untill Muuse Boqor said enough is enough and decided to claim royalty after his causin president was assasinated by one of his own causins. Siyad government became "Governo reer Diini" after just three years. Ali mahdi government became "Governo Agoon yar". Aidid government became "Governo reer Jalaf". Abdiqasim government became "Governo Cayr". Back to "Governo Maxamud saleban" again. It is hopeless. We were incapable then and upto this day incapable of making them accountable to the Somali people other than the tiny tribe whoever sitting on the presidence hailed from. The reality bites as they say. The only way out from this troubled unitary system is to endorse a federal system in which the federal system in place and whoever sitting on the federal presidence have no control on it except few military garrisons and federal police officers in every state that are uselessly sitting down there with nothing to do unless the national security is disturbed

      Well writen article and valid points. We Somalis are allergic lot when it comes to central rule, as much as the Romans were allergic to monarche. Although by all appearances we are homogenous people, our internal hatred, devisions and competition is beyond comprehension. I do not care for the musical chair ministeries being played by TFG in Baydoa. Their behaviour clearly shows they do not know the first thing about governance. Most Somalis and much of the world are playing the wait and see game, hoping something good can come out of illiterate bunch off fools calling themselves ministers. By the way some suggestion on your formula.

1) Ministry of Interior & National Security

(2) Ministry of Defense

(3) Ministry of Agriculture, Livestock and Fisheries

(4) Ministry of Education

(5) Ministry of Health

(6) Ministry of Finance, Economy, Trade and Industry.

(7) Ministry of Foreign Affairs, Planning and International Cooperation.

(8) Ministry of Justice & Religious Affairs

(9) Ministry of Telecommunications, Transport & Public Works.

(10) Ministry of Information & Culture, Reconcilation and Diaspora.

for long time into clan-based vassal states at the
control and mercy of our enemies.

So I urge all to fight against this dangerous project.
Whatwe need empowered regions based on common interest
on the ground rather than on fictional clan families.

 Dishonesty among Somali scholars is evident on the papers, which they produce, as always promoting their clan’s interest while suppressing the prevailing realty of our nation’s collapse.  Somaliland & Puntaland will not accept anything less than a federal system. So all the folks in the central region who have temporarily overtaken the south with their military conquest ought to know that this the future we intend to acquire: A federal system of governance, whether you considered them fiefdoms or clan based regions this is the answer of separated but equal.

 Federalism means fiefdoms: Clan Fiefdoms which we already have: the fiefdom of Dhabacyoland, the fiefdom of Iidoorland. By the way what the Northernwest members of the fictional and ineffective parliament doing in Baydhabo? Why they don't go to those whom they represent? A JOKE!!

 Small government with not that much power and decentralized is what most Somalis want. Somalis are born rebels against authority. Somalis are entrepreneurs. We want to have everything that is associated with freedom and democracy and that is free markets, free media, individual rights.
Why would anyone want to have a big and dictatorial governments that controls everything? Federalism is for people of different languages, cultures, ethnicities. The Tigre Founded Gangs of the warlords in Baydhabo have no other skills to create more wars, because they are warlords, no other skills other than being traitors and clannish. My clan is supreme and has to have all the power.

 Yahya walaaow Somaali wax marabto, wax in ay diidaan ma ahee wax ay ogolyihiin majirto.  Taa hadaba kali kuma tihid.  Dad baa usamaysan oo aan hadalkaleba aqoon ann ahayn (I object).  Somalia will change if we changed only.  But in the current state of affairs, people aren't willing to accept anything what so ever, apart from what each things is the right thing.  We are a very opinionated people!!!!and each things that his opinions are so invaluable that they are willing to die for them!!!
