Background

The Special Financing Facility (SFF) has been established as a mechanism to channel financial support from international donors to the Federal Government of Somalia (FGS) to support its recurrent budget deficit, while also providing capital financing for selected local development initiatives that will enhance the Government’s credibility with the local population. The SFF will be implemented by the Ministry of Finance, which is establishing two units for SFF implementation and financial management. The units will be located in the Ministry of Finance. The Ministry will be supported by an externally-recruited Financial Agent (FA) who will provide fiduciary assurance and support the operations of the two units.

The Temporary Implementation Unit (TIU) will be responsible for preparing SFF project concept notes according to the priorities established through regional consultations, pre-qualifying vendors and contractors, overseeing tendering, contract negotiation and bid award, monitoring and supervising project execution, preparing payment certificates, maintaining a register of all assets created under the SFF and preparing project progress reports. The TIU will be expected to prepare monthly procurement and project implementation progress reports for scrutiny by the Operational Committee, and quarterly reports for submission to the Oversight Board. The TIU will also be responsible for supporting the SFF public information and communication system, including website management and information dissemination through traditional communication channels.

Essential functions:

The TIU Operations Manager will manage a group of area project officers, and will coordinate closely with the Head of the TIU to deliver projects efficiently and to leverage greater impact for SFG policy.

  • Ensure overall management (including financial) of projects in line with agreed objectives as defined in policies and procedures.
  • Ensure establishment and implementation of adequate project cycle tools. Adjust project direction and resource plans to meet overall project activities in consultation with and with the support of the TIU Head.
  • Ensure identification and establishment of efficient office procedures and tools in the sectors of monitoring and evaluation, logistics (including bidding procedures) and human resource management. Sets tasks and deadlines for project officers, contractors and subcontractors and oversee their performance. Ensure systematic and efficient site visits.
  • Ensure that all project staff is smoothly coordinated to achieve project objectives while ensuring that project procedures, methodologies and tools are developed in a co-ordinated fashion and contribute towards those objectives.
  • Ensure the timely preparation of monthly, quarterly, half-yearly and annual progress reports and other reports to be formally approved by TIU Head before distribution.
  • Ensure proper consultation with relevant stakeholders.
  • Develop and maintain a project database.
  • Organize and coordinate final evaluations of projects.

Required qualifications:

  • University degree preferred, such as in law, international relations governance, development or a related field, or related fields such as economics or human resources management.
  • Minimum of five years of professional experience in the field of governance and development, or management, especially in international organisations such as NGOs.
  • Minimum of three years specific experience in the field of development with project design, implementation and management.
  • Experience in community participation and consensus-building projects.
  • Demonstrated experience in managing procurement processes
  • Strong understanding of best-practise approaches to monitoring
  • A drive for results in a relatively high-volume, quick-paced programme environment, creativity and analytical capability required to respond to evolving programme demands and current events.
  • Strong inter-personal skills and ability to work within and build a team environment, ability to provide both detailed and strategic analysis, excellent communication and negotiation skills, ability to work effectively and harmoniously within a diverse work environment.
  • Excellent computer skills.
  • Written and spoken fluency in Somali and English required.
