Concerned Somali Diaspora and Civil Society Groups Demand Accountability in Somalia

Your Excellency:

newOn July 15, 2012, World Today reported that the United Nations could impose sanctions on corrupt Somali politicians by imposing travel bans on them and by freezing their assets. As members of the Diaspora who follow the events of their homeland, we would like to express our support for this initiative. We believe that this will be instrumental in bringing an end to the culture of impunity, lack of transparency and accountability, in our homeland.

In this context, we refer to the report of the Monitoring Group on Somalia, addressed to the Chairman of the Security Council Committee on June 27, 2012, and pursuant to UN Resolution 751 on Somalia. According to this report, the TFG leadership floats on “endemic corruption” and that its resistance to power sharing constitutes “the principal impediment to security and stabilization in Southern Somalia.” The investigation conducted by the Monitoring Group confirmed “involvement of senior TFG officials in the misappropriation of millions of dollars of domestic revenues and foreign aid, including contributions from Oman and South Sudan.”  

A World Bank report which was published in May 2011 points out that “almost 68 percent of the TFG revenues in 2009-10 were unaccounted for.” From the sale of passports, even diplomatic passports to notorious pirates, so that they can move freely throughout the world, to the printing of paper money to buy loyalty and disinherit millions of people, the TFG leaders continue to lavish on a corrupt and violent system where nobody can be held accountable. In its report, the Monitoring Group warns that “Somalia’s prospects for stabilization and effective governance have fallen prey to political and commercial “elites” who appropriate, privatize and criminalize the core functions of the Somali State, enriching themselves while perpetuating a political economy of state collapse”.

We would also like to bring your attention to the fraud that is in the current political dispensation and the process of approving a draft constitution and setting up a Constituent Assembly. Clan chiefs selected and in the payroll of the TFG will select the 225 members of the Parliament who will in turn select a President on August 20, 2012. The Clan Chiefs are guided throughout this process by a Technical Committee handpicked by those accused of corruption and they are expected to reward loyalty and alienate anyone who raises questions. In our view, this is a circus, where the TFG will elect itself to power. Dictatorship and destabilization will be the only outcome of this process. This process must be reviewed immediately so its legitimacy can be restored.

Your Excellency:

We, the undersigned members of the Somali Diaspora and civil society groups believe that a systematic embezzlement of funds of this scale from the people of Somalia who are struggling to restore their national institutions constitutes a serious attack on human dignity. In this view, we support the International Community’s initiative to impose strict travel ban on these leaders and freeze their accounts.We believe that this initiative will be instrumental in bringing an end to the culture of impunity, lack of transparency and accountability in Somalia.

This will also give the Somali people the opportunity to investigate them properly and to prosecute them. In addition, we urge the International Community to defer the debate on the new constitution until the new parliament and government are in place.
