Make Somalia a Priority

Last month, a Somali man who had lived in Denmark dressed himself in women’s clothes, positioned himself at a graduation ceremony in Mogadishu and then blew himself up. He killed 22 people, including three government ministers and many young medical graduates and professors, who had hoped to dedicate their lives to the alleviation of suffering in Somalia.

The terrible events of Dec. 3 reverberated around the world. Somali doctors, information technology and engineering graduates, alongside their families, began the morning full of hope and pride, yet many were not to see the sun set that day. They were among the brightest and the best of Somalia, and so were the ministers who lost their lives.

But as the recent events in Aarhus, Denmark, Mogadishu and over the skies of Detroit on Dec. 25 show, the current situation in Somalia and across the Gulf of Aden in Yemen not only threatens the lives of Somalis, but also people beyond its borders.

However, Somalia is not the ultimate failed state of popular perception. Its people are resilient and manage to survive in conditions that are probably well beyond the imagination of most readers. In Mogadishu, a city of two million, people carry on, despite the fighting, the shelling, the displacement. Over 100 Somali-led reconciliation processes have taken place at local and regional levels since 1991 — and they’ve proved the basis for stability in Somaliland, Puntland and Galmudug state in central Somalia.

While Somali reconciliation and mediation efforts will be the key to sustainable peace and stability, the international community — including the Organization of the Islamic Conference, the African Union, the Arab League, the European Union and the United Nations — has an important role to play. Somalia and Yemen must be properly on the agenda at the London conference at the end of this month.

As 2010 unfolds, our collective vision should be to see the beginnings of a secure, stable and prosperous Somalia, at peace with itself and its neighbors, where its citizens can go about their lives in safety and provide for their families with confidence and dignity. Let us strive for a resurgent, tolerant society, built on respect for traditional Somali cultural and religious values.

The Transitional Federal Government, as its name suggests, is a temporary structure for developing the environment necessary to achieve this objective. It is a transitional mechanism that will enable the people to decide for themselves how they want to be governed, free from outside interference and coercion.

The transitional government’s principle purpose is to prepare the way for the establishment of legitimate and accountable public institutions. (We have already taken the initiative and hired Price Waterhouse Coopers to ensure the accountability of international donor funds.) These institutions will form the basis of a stable, representative government that can begin to alleviate the trauma of the last 20 years.

We will achieve this by building professional, representative security forces; creating transparent and accountable public institutions based on the principles of civic responsibility and good governance; developing a fair and impartial judicial system; and increasing economic opportunity through investment, training, health and education.

Given the complex and extremely difficult circumstances that recent events have so graphically illustrated, achieving all this will be an extraordinary challenge. It will require the combined effort of the whole Somali people, as well as assistance from outside. Only in partnership with all Somalis and the support of the international community will success be possible. It will take time, determination and patience but it can be done. Let us all take up this challenge. Let 2010 be the start of something new.

 I have one advise Mr Sharmarke; it is imposible to make Somalia peace and prospect nation in the leadership of your boss-Sh Sharif and your corrupted administration team who dedicated to collect money as much as possible and do not want a stable country.Thus before you dent your father's positive legacy  you better to resign now and leave the mess!!
 It is very disappointing that the first time PM Sharmke decided to post his opinion on Somali's website that he talks about wish list of the kind of the government that he is about to lead after international community's help arrive in mogadishu without any specific detail of how he will accomplish that agenda. Someone said below that either Sharmake is honest, naive or not aware of the somali's politic and I have to agree with that person. It seems that the guy is dreaming if he thinks that somali's problem is a lack of good leadership skill in which he poses. Someone told me a long time ago it is better if Sharmake does not speak publicly becuase the more he talks, the more people will realize the younger Sharmke is not as smart as most people believe becuase of his father. I just can not understand who will advice him to post such article in Somali website and not present his agenda of the 2010 including the fate of his government after experation of its term.
 Look at title of the article. Make Somalia priority. Who is telling this?. The answer is international community. The problem with Somalia is not that international community does not want to help. We are all aware that when Sharif whom international community first thought he could lead somalia, was elected, international community offered almost 234 million dollars for initial help. However, when they realized that Sharif and his group are not what they thought, international community decided not to help becuase they realized that their money will ended up Sharif Hassan's corner. Now after Sharif and Sharmake found out that international community rejected their plan, they want to internationalize Somali's issue in hope that inetrnational community may help them. Here, Sharmake implied that all the events that took place in the international arina were generated from Somalia and Yeman. It was also reported when Sharif was asked if there any Somalia associate with alshabab in kenya, he responded yes. Two days after Sharif left Kenya, Minister of immigration of Kenya said that those TFG memeber parliament who were arrested in Kenya should decide whether they want to enlist refugee camp or return to their homeland. He added kenya government would not allow those who destroyed their country to hide and seek safety in Kenya. It is a fact that Sharmake and Sharif are desperate to safe their position instead of safeguading Somalia even if that means losing their seat of the government. If they really serious about solving somali's issue, then they should tell somalia people that they are willing to give up their seat for the sake of Somali people and call on reconcialition.
 After almost a year and half since this government was selected in Dijibouti to run the country's affair for two years, its leaders including Sharmake and Sharif did not show up any leadership skill. Instead of talking about the agenda of the rest of their term and talking about the next election or reconcialation meeting, they are talking like they were elected for life. How can a man who has less than a year for his term talk about what they need to do for the next three or four year. My advice to them is that look first how many months left for their term, come up reasonable goal that can be achieved within that period and work on it. The only feasable goal within short time left is to talk about the ways of replacement of the current TFG or expanding to include other groups or recognzing those who already formed local government.
