Police have seized Sh500,000 contraband food on the outskirts of Garissa town.
Garissa deputy county commissioner Dominick Kyenza on Saturday said police were informed of the 47 bags of sugar and 50 cartons of powder milk in a house.
Kyenza said the owner was arrested.
He said the lorry that delivered the consignment left moments before the police arrived.
Kyenza said the arrest is a major breakthrough in the fight against contraband goods from Somalia that have saturated the Garissa market.
