East Africa: Rwanda, Tanzania Beat Kenya in Leadership

Rwanda and Tanzania have been named regional best in governance, beating Kenya, which was ranked 17 in Africa, according to the latest continental survey.

Rwanda ranked 11 with a score of 60.4 while Tanzania ranked 15 with an overall score of 58.2 in the 2014 Ibrahim Index of African Governance. The report was based on four major determinants; safety and the rule of law, participation and human rights, sustainable economic opportunity and human development.

Kenya had a score of 57.4, beating Uganda, which was ranked 19 with a score of 56.1. A scrutiny of the report indicates that over the last year, Kenya has experienced a decline in national security, public management and the quality of education.

The country's biggest strides were in public participation and infrastructure. Ironically, Rwanda which is a small economy compared to Kenya, scored highly in gender mainstreaming.

The report ranked Mauritius as the best-governed state in the continent with a total score of 81.7, followed by Cape Verde at 76.6 and Botswana at 76.2. The poorest performers were the war-torn Central African Republic and Somali.
