Cord leader Raila Odinga yesterday said the coalition will move to court to stop implementation of the new security laws signed by the President.

Speaking in Ugunja, Siaya, Raila said the chaos in the National Assembly on Thursday was shameful. He accused Jubilee of refusing to listen to the people.

Raila condemned the hooliganism, terming it a military tactic the Jubilee government has employed to rule the country.

"It is a shameful act where the speaker does not listen to members of the assembly and goes ahead to make decisions under the guard of MPs and security while water is being sprinkled on him," he said.

Raila said the move by Jubilee MPs to surround Speaker Justin Muturi so amendments could sail through was similar to what happens in some failed states.

The former prime minister said Somali and Pakistan have witnessed similar acts of unruliness.

He said nothing like it has never happened in Kenya.

Raila said if he were President, following the debate, he would dissolve the government and call for fresh elections.

He spoke at the burial of James Ochanda at Simero village. Ochanda was a strong party supporter based in Mombasa.

Speaking to the press in Nairobi, Cord leaders said they will organise public rallies to get the opinion of the people on the way forward.

Cord co-principal Kalonzo Musyoka said the coalition will seek judicial review to ensure the new security laws are not implemented.

He said the passing of the bill was unconstitutional.

"The real target of this law is not terrorism. Its aim is to reintroduce the police state and political hegemony for enjoyment of the remnants of Kanu, who are keen to reintroduce what Kenyans fought so hard to defeat," Kalonzo said.
