Conditions may be ripe for Al Qaeda in Somalia
Militia commander
Abukar Albadri / For The Times
“Al Qaeda is the mother of the holy war in Somalia,” says Muktar Robow, front, a commander of the Shabab militia in Somalia, pictured at an Islamist training camp outside Mogadishu in 2006. “Most of our leaders were trained in Al Qaeda camps.”
U.S. counter-terrorism efforts have alienated many Somalis, and a leader of the hard-line Islamic group Shabab says it is ready to unite with Bin Laden's organization.

By Edmund Sanders, Los Angeles Times Staff Writer
Monday, August 25, 2008

NAIROBI, KENYA -- Conventional wisdom long held that Somalia was so inhospitable that even Al Qaeda gave up trying to gain a foothold amid feuding clans, erratic warlords and a wily population hardened by years of anarchy.

Now, in the wake of an aggressive U.S. counter-terrorism program that has alienated many Somalis, there are signs that Al Qaeda may have its best chance in years to win over Islamic hard-liners in the Horn of Africa nation.
After once denying or downplaying links to the terrorist network, a senior leader of Somalia's most notorious Islamic militia now acknowledges that his group has long-standing ties to Al Qaeda and says he is seeking to forge a closer relationship.

"We are negotiating how we can unite into one," said Muktar Robow, a top military commander of Shabab, which the U.S. State Department designated a terrorist organization this year. "We will take our orders from Sheik Osama bin Laden because we are his students."

Merging with Al Qaeda operatives in the region makes sense, he said, given the recent U.S. crackdown, including a May 1 airstrike that killed Shabab's previous commander.

"Al Qaeda is the mother of the holy war in Somalia," he said. "Most of our leaders were trained in Al Qaeda camps. We get our tactics and guidelines from them. Many have spent time with Osama bin Laden."

U.S. officials said it's unclear whether Shabab's threat is real or just anti-Western rhetoric intended to rattle U.S. intelligence officials. Analysts note that Al Qaeda faces the same challenges that prevented it from establishing a Somalia base before, including power struggles among the country's Islamists, competition from local clan networks and differences between those seeking to focus attacks in Somalia and those favoring Al Qaeda's global agenda.

U.S. Ambassador Michael E. Ranneberger acknowledged growing links between Shabab and Al Qaeda, but said ties remained in the early stages.

"There are indications of a fairly close Shabab-Al Qaeda connection, though it's not clear to what extent they've been operationalized," he said. "Is Shabab taking orders from Al Qaeda? I would say no. They are still running their own show."

Robow said Shabab has been boosting its forces in recent months with an influx of fighters from around the world, including Kenya, Sudan, Iraq, Afghanistan, Algeria, Indonesia, Chechnya and even the United States. Al Jazeera recently aired footage of a masked Shabab commander who called himself Abu Mansur al-Amriki and spoke with an American accent. His identity could not be confirmed.

Robow declined to comment on the number of foreigners or the size of Shabab's militia. One analyst recently estimated its forces at 1,000 to 3,000 fighters.

Robow also spoke for the first time about eventually expanding Shabab's activities outside Somalia's borders, saying Americans, even journalists and aid workers, were not immune from attack because of what he called "the aggression of the American government."

"Once we end the holy war in Somalia, we will take it to any government that participated in the fighting against Somalia or gave assistance to those attacking us," he said.

Analysts say such talk highlights a growing radicalization of Somalia's Islamists. Although Somalia has long had hard-liners, most of the population practiced a moderate form of Islam, and even extremists limited attacks to inside the country or against Ethiopia, a longtime rival.

But some worry a more radical agenda in Somalia has been aided by U.S. counter-terrorism efforts during the last two years, including half a dozen airstrikes against suspected terrorist targets that often killed civilians.

Somalia's citizens are also outraged by the ongoing occupation of Mogadishu by Ethiopian troops, who came in 2006 to defeat a short-lived Islamic government that had taken power largely with help from Shabab fighters.

"For Al Qaeda, the projection seems good now," said Richard Barno, counter-terrorism analyst at the Institute for Security Studies in Addis Ababa, Ethiopia's capital, noting that Somalia's U.N.-backed transitional government has been weakened by infighting.

But Barno cautioned that Al Qaeda still faced resistance from Somalia's major clans, which so far have been less interested in radical anti-Western attacks and frown upon Al Qaeda's signature large-scale attacks, particularly when they result in civilian casualties. Clan leaders also have been reluctant to send their men to fight with Al Qaeda outside Somalia, he said.

"Any moving to Al Qaeda might alienate the clans," Barno said. "And they can't afford to do that because the clans provide their foot soldiers."

Robow said Shabab's roots lay with the collapse of Mohamed Siad Barre's military regime in 1991, the last time Somalia had a functioning government. With help from a team of fighters sent by Bin Laden, he said, future Shabab leaders cut their teeth killing U.S. forces in 1993, including the downing of a U.S. Black Hawk helicopter, which led to the deaths of 18 U.S. soldiers.

U.S. intelligence agencies took note after the 1998 U.S. Embassy bombings in Kenya and Tanzania. Somalia's Islamic hard-liners were accused of harboring the Al Qaeda operatives who executed the attacks.

Ambassador Ranneberger asserted that U.S. counter-terrorism efforts, combined with efforts by Ethiopia and Kenya, have diminished the Al Qaeda threat and thwarted several plots. "They are still a threat, but clearly their network and operations have been degraded," the ambassador said.

But Robow said U.S. counter-terrorism efforts over the last two years have only strengthened his group. "I'm telling you," he said, "the more Americans move against us, the more popular we become."

I assume you know The Islamic tolerance is one of the core values of Islam. But using it to subjugate this nation in time of occupation is another matter that can't sit well most of Muslims. Sayid Qudbi and Xasan albannah might have their short coming but I assure you they died in the hand of dictators that people, time and mothers cursed them over years. What they wrote in Islam shook the foundation of Western life style, system and thinking. We say gaalka dil gartiisa sii. Having said, I agree with you alliance based on convenience will not survive after achieving their short goals.

Gaadh-haye, we agree on many issues on this topic but I can't swallow easily some of your assertions.

For instance you said and quote: "

"Lamadage, I can provide many examples of  Osama’s and Azzams’s  American connections during the Afghan war and how America trained, financed, and inspired the them to fight the Soviets".

I have different stand of American connection hearsays. Moreover, I wonder -unless it is slip tongue- how can u say they were inspired by Americans to fight. I thought these guys were not empty vessels waiting to fill for fighting.

"I have even seen a CIA video of an American agent standing in the field shouting Allahu’Akbar and instructing the Mujaahideens"

Bro Video of CIA or films is very manupilative high tech game. They may penetrated their cirles but I can't believe easily Mujahideens every played enemy of my enemy is my friend game.

" Some the Mujaahideens were brought to America proper to train in irregular warfare in American military academies. Its was “enemy of my enemy” type political marriage of convenience. There are two sides to every story.

I met bunch of them in VA and found them most came from Herat who later played CIA covert operation in Afghanistan. American didn't brought any single sunni strong mujahid to its soil. When Xikmityar visited UN he refused to shake Bush's hand. This infamous incident shows, how deep ha**red seated in the mindset of Mujahideen toward America.

Anyway, it is very interesting topic and the only people who can give a clear picture is the mujahideens. I met many of sunni groups as well Shiat groups in States. My take away was what I wrote. You have your own. With that as Arabs says ikhtilaafu alra'yi laa yaqtulu lil wuddi

 Dr,
Alliances based on convenience will evaporated soon after the shared common threat is rendered neutral, and such was the case in Afghanistan. Arabs who solemnly believe that Islam is God’s gift to them, doesn’t play all too well in the rest of Asia, compared to Somalia which accepts the notion of being an Arab in the fist place. Much like Somalia, these parts of the world endorsed and submitted in accepting Islam peacefully, without the need of indoctrination or forced assimilation, but it was the transparency and honesty offered by Allah that these nations turned to Islam. However, people like Abow Laden and Zawari are dedicated followers of Hassan al-Baana and Syed Qutb’s teachings, and not the followers of our Prophet’s teachings of tolerance and accepting diversity which has favored Islam thorough out time.
Gaadh'haye @ 8/26/2008 5:36 AM EST
 Dr Ali,
In 1988, after the Soviet withdrawal from Afghanistan, a meeting was convened in the Pakistani city of Peshawar by the remnants of the Afghan Arabs and other Mujaahideens inorder to form an umbrella organization that would chart the way forward and establish a ‘pioneering vanguard’ that would defend Islam and liberate Muslim lands, and if need be, declare war on so-called self professed Muslims, secularists, and governments. Osama Bin Laden and Ayman Alzawahiri chaired that meeting, establishing what come to be known as Alqaida today. Their philosophy was not to separate infidels from apostates and Munaafiqeens.
Abdullah Azzam, the founder, philosopher, fundraiser, and spiritual leader of the Muslim volunteers in the Afghan Jihad, was against such an idea. He had advocated for the liberation of Muslim lands and peoples from Christians, Jews, and Hindu rulers and, through universal Jihad, establish the Khalifa. After Afghanistan, “we shall continue the Jihad”, he wrote, “no matter how long the way, until the last breath and the last beat of the pulse - or until we see the Islamic state established”. His was a Jihad against Kufaaris; and not against “self-proffessed” muslims and oppressive rulers of muslim lands. This line of argument would put him at odds with Zawahiri and Bin Laden who had advocated for the toppling of oppressive muslim rulers, such the ones in Egypt, Syria and Maqrib countries. Subsequently, Sheekh Abdullahi Azzam was mysteriosly assisinated in November 24, 1989 together with his two sons in the Pakistani city of Peshawar. No one had claimed “officially” responcibility for this act. Suspicions abound to this day as to who was behind his assisanation. Some of his close comrades accuse Alqaida for that murder.

Lamadage, I can provide many examples of  Osama’s and Azzams’s  American connections during the Afghan war and how America trained, financed, and inspired the them to fight the Soviets. I have even seen a CIA video of an American agent standing in the field shouting Allahu’Akbar and instructing the Mujaahideens. Some the Mujaahideens were brought to America proper to train in irregular warfare in American military academies. Its was “enemy of my enemy” type political marriage of convenience. There are two sides to every story.

Lamadage @ 8/26/2008 2:13 AM EST
Americans come to picture by supporting in general terms of Afghanistan liberation. Muslims around the world stood like a mountain with different degree of participation and did good job in term of volunteers, fund raising, relief, medical supply etc. Stats show that Gulf Amirs never contribute single penny on this J cause. However, Sh. Bin baaz, Cuthaymin, Albaani (with some confusion), Al-Qaddaan alkuwaiti, Qardhaawi, Cabdirmaan Cabdulkhaaliq, Zandaani etc led the way of all kind of effort to support the J people. Americans were aware of the danger J people pose to their interest in future. They never support nor do they have ability to stop them. When Russian bear was broken, they jumped on victory bandwagon claiming they did it alone or by supporting and training the Mujahideen. Later, they exclusively claimed they break the back bone of Russian bears. Archives in State Department or Intel communities support my stand. That is why American support claim is elusive to proof and has no chance to stand in real historic sense.

One of the founders of Alqaeda "Dr Abdalla Azam" once said forget about American support they were spying on us and passing information to Russian side to prolong our victory. He later died by CIA bombing scheme that Russian took credit for pure propaganda

LA Times is no different than their NY Times sister in term of hyping and setting American anti Islam policy agenda, Somalis shall not accept the staging cries of LA or American Media claims. My reading of this Muslim history chapter is solid. The fact of the matter will remain simple: Somalia is a Muslim nation who will never listening Western Christian powers. They will never lecture us which religion we adopt in belief, life or political system.  Without Allah, then Somali Islamist be alshabab or other groups, today we will be catering our women to Abyssinian invaders. Thank to Allah then Somali Islamist.

The Somali Islamists are making military and territorial gains and that scares the west.  In the west,
Some of the establishment wants Somalia to remain in a contstant chaos and it does not like it is going to
continue that way, so you see this propoganda.

I believe the time has come FOR somalia peoble to deal with terrorist activities. We need to evolve a National Campaign to Eradicate Terrorism in our nation with the help of the woeld.. we need a  mission-oriented integrated management structure and people's participation. We have to create a secure atmosphere where citizens who wish to co-operate in the peace mission must themselves feel secure.

Then citizens can participate in the important function of promoting their own safety and the security of their neighbourhood.city..  This challenge is particularly acute in areas where there is a lot of hawiye and D&f population .We Remember" and pray for the loved ones and friends of all of the victims of al shabaab   al shabaab\usc

Aside from Roobo's rhetoric & politically immature emotional outbursts, The resistance in Somalia is solely based on the liberation of Somalia which is occupied & bombed daily for no reason. Remember the four times US bombed civilians in Ras-Kamboni & Bari as well as financing the despicable war lords in Mogadishu in 2005, their excuse was we are looking for four non-Somali guys who bombed our Embassies in Nairobi & Dar-es-salaam & are hiding in Mogadishu, did they ever found them? No, because how can you ever find a ghost. We know as early as 2003 the US army was training Ethiopian commandos in Godeey for the eminent invasion of Somalia. The creation of stooge invested puppet Government(TFG) and the Al-Qaida line of argument are just part of the scheme. By the way, who cares who gives us weapons to fight the occupation & the atrocities against our people?, even if it is communist China, it is fine with us? What makes me happy is the Ethiopian Generals(with American weapons) are selling most of the weapons to the resistance in the black market therefore we don't have a weapons problem. We can even chase away someone like AfGuduud & his brigade from their military base & take everything they have including logistics. Adeer Abdullah is telling us now what I was writing on this site a year ago "Gabre is taking bribe from Suuqa Bakaaraha & he helped create militias independent of TFG", welcome to the real World you senile dumb.

Alqaeda, previously Arab Mujaahideens in the Afgan war against the Soviets, was created by the American CIA’s’ in order to fight the Soviets in Afghanistan during the cold war. The CIA at the time recruited, trained, armed and financed the extremist and radical wings of the Islamic fighters, mainly from the Middle Eastern and Arab Maqrib countries. Their intention was to give Russia a bloody and protracted guerilla insurgency that would suck them in and bleed them dry. It worked for the Americans as the Soviets finally withdrew from Afghanistan.

However, the belligerent US cold-war policy of ‘rolling back’ the gains of the Soviets by overthrowing Soviet allied republics through violent coup de’tas and brutal insurrections soon backfired. Unexpectedly, the monsters the Americans nurtured and pampered in distant lands would come back to haunt them. The events of September 11 2001 were just a return of an earlier owed favor!

If Somali freedom fighters are packaged, branded and sold as “Alqaeda inspired” radical Jihadi militants; then so be it. We are NOT different from Hamas in Palestine, Taliban in Afghanistan, or Moro Islamic Liberation Front in the Philippines and others tagged already.
Bush and Bin Laden are undertaking two, albeit identical in many ways at same time oxymoronic, doctrines and religious ideologies –Bush for revivalism of the Crusader conquests, and Bin Laden for the rejuvenation of the Islamic Khalifa.

It up to you to choose which strange liberator you would wish to be associated with; no in- betweens, third parties, or undecided options. Anyway, your fate as a Muslim is already sealed, whether you accept it or not. Remember, “You’re with us or against us" directive.
@ 8/25/2008 6:18 AM EST
Finally the truth comes out! The spokesperson of the new Religious Warlords is clarifying what many people knew about this organization, and while others were vehemently opposing that truth in order to serve their short term objectives. Abow Laden group has financed and provided technical expertise to ICU. This group has eliminated more Somalis than any other group before, and continues to promote a different version of Islam that most of us are unaware of its ramifications in assimilating our entire society to look like and think like an Arab- while the Arabs would never accept our customs and culture into theirs. Hence their primary enemy is the Somali who opposes their doctrine or does not share their militant value of creating a forced assimilation in hopes of becoming the new tyrants of Somalia- which at the end will result in endless inner fighting culminated by spur of different sects among the group based on loyalty to their leaders-Sheik lords!
Therefore, Mukhtar represents the best of this organization which fails to understand geopolitics and the need to compromise in a global arena where the rest of the world is standing against you and continuously preventing you in gaining a momentum in Somalia. These are the future leaders of Somalia, Indhacade and Mukhtar!  The have learned from the Master Hussein Aided!

somalis are not as fools as arabs, al-qaeda is a mission
by the jews for the arabs (their cousins), therefore
we somalis have different political as well as
ideological orientation rotating within the spheres
of nationalism and pan-somalism.

the current insurrection against the violent AIDS
diarhea of the ethiopians is spearheaded not by
al-qaeda, bot by xamaas, not by al-itixaad, not by
islamic brotherhood or any religious groups, instead
the premise of the discussion should qualitatively
and quantitatively be confined within the bounds of
SOMALI NATIONALISM. it was somali nationalism
that always dominated in the horn and the somali pride
doesn't allow a foreign domination at all (BE WHITEMAN,
BLACKMAN OR AN ARAB).

we want nothing more and nothing less than of a free
somalia. if this demand constitutes jihadism/al-qaedism
then so be it.

really someone should put a cork in this guys mouth he is excercabating an already dire situation,
i mean why boast about having links to alqaeda we know where that takes you...Alqaeda is not in compliance with fundmental laws(islamic) of
engaging in a conventional conflict...if this is he's tactic of rebuking america's hostility to somalia then he's one "nutt" i mean this guy is not serious is he?...
al-shabaab and his group need to be dismantled...he cant continue with his ant-western rhetoric he's strong remarks and inability to play politics is delaying somalia's hope
for liberation...the more islamically correct forces of the UIC must deter this man from attracting this kind of american interest which will have heavy ramifications...al-shabaab
is taking it too far mr.roboow must stop this gibberish...the iraqi's dont even support Alqaeda anymore why bring this heavy load onto somalia.. this only boosts support for ethiopia and the
ineffective TFG and justify's US actions. once again these hot-headed elements are costing somalia...we cannot afford this onemore time... he should thoroughly revise how the prohpet engaged
in war not Osama bin laden..whoever associates with this man is clearly no inline with the current world climate...maybe he should watch the bbc,cnn and fox news to see how such comments go with the
rest of the world...you dont boast like that when your in such a position!!! another worrying development Alqaeda should not be an issue in this conflict...in this globalised world the islamists must be aware of
perceptions although the US will not entertain anyform of islamic governance it hampers them atleast..the UIC must elimminate this guy and assimilate his men into fighting for SOMALIA NOT ALQAEDA...
