AGREEMENT BETWEEN
THE TRANSITIONAL FEDERAL GOVERNMENT OF SOMALIA (TFG)
And
THE ALLIANCE FOR THE RE-LIBERATION OF SOMALIA (ARS)
1. The Transitional Federal Government (TFG) of Somalia and the Alliance for Re-liberation of Somalia (ARS) attending a meeting from 31 May to 9 June 2008 in Djibouti, facilitated by the UN. They are hereafter referred to as "the Parties".
2. The Parties gave their respective analyses of the 18 year old crisis and made proposals aimed at restoring trust, confidence and at ending the conflict. Their discussion led to the present Agreement.
3. The primary requirement of this Agreement is to: ensure the cessation of all armed confrontation and a political settlement for a durable peace; promote a peaceful environment; avoid a security vacuum; facilitate the protection of the population and the unhindered delivery of humanitarian assistance and call for the convening of a reconstruction and development conference.
4. The Parties noted that:
a. Over the past eighteen years, Somalia has suffered massive human losses, insecurity and vast destruction of its physical infrastructure and other vital public investments. A whole generation of young people and adults has been sacrificed or denied education and development;
b. The human and humanitarian situation is continuously deteriorating. At the same time, the country’s international image and standing have been seriously undermined;
c. This tragic situation, and the fact that eighteen years of war and conflict have brought neither durable peace nor stability and inspired by patriotic and religious examples of compromise.
5. Decided to:
a. Reaffirm the dignity, sovereignty and the territorial integrity of Somalia;
b. Take courageous measures to finally bring this situation to an end and resolve the crisis through peaceful means.
6. Agreed on:
a. The termination of all acts of armed confrontation by the Alliance for the Re-liberation of Somalia (ARS) and its allies and by the Transitional Federal Government (TFG) and its allies;
b. The cessation of armed confrontation shall come into force thirty (30) days from the signing of this agreement throughout the national territory;
c. The cessation of armed confrontation is approved for an initial period of ninety (90) days, renewable.
7. The Parties agreed from the date of coming into effect of this Agreement:
a. To request the United Nations, consistent with UN Security Council Resolution 1814 and within a period of one hundred and twenty (120) days, to authorize and deploy an international stabilization force from countries that are friends of Somalia excluding neighboring states;
b. Within a period of 120 days of the signing of this agreement the TFG will act in accordance with the decision that has already been taken by the Ethiopian Government to withdraw its troops from Somalia after the deployment of a sufficient number of UN Forces;
c. The ARS shall, through a solemn public statement, cease and condemn all acts of armed violence in Somalia and dissociate itself from any armed groups or individuals that do not adhere to the terms of this Agreement.
8. To ensure the effective implementation of this Agreement, the Parties agree to:
a. Undertake all necessary measures to ensure unhindered humanitarian access and assistance to affected populations;
b. Refrain from declarations and actions inconsistent with the peaceful spirit of this Agreement;
c. Establish a Joint Security Committee to follow up the implementation of security arrangements within fifteen (15) days of the signing of this Agreement. The composition and mandate of this Committee, chaired by the UN, shall be adopted within the same period.
9. A High Level Committee, chaired by the UN, should be established within fifteen (15) days of the signing of this Agreement to follow up on issues relating to the political cooperation between the Parties and concerns over justice and reconciliation. These issues will be discussed at a conference to be organized by 30 July 2008.
10. The Parties will work with all other relevant Somali stakeholders to ensure the full and effective implementation of this agreement.
11. The Parties call on the international community to help provide the adequate resources for the implementation and follow-up of this Agreement. The Parties also consider it a priority to convene within the next six (6) months an international conference aimed at addressing Somalia’s Reconstruction and Development.

It's not going to work. First, Rooboow had no representative in Jabuti, which means that he'll continue his attacks. Although the outcome pleases Colonel Yusuf, Colonel Yusuf and Colonel Aweys do not support Jabuti initiative. Nur Adde has been pursuing this Jabuti initiative without the support of his boss. Sheekh Sharif has also been participating this Jabuti presence without the support of his boss. It doesn't matter who you support, as long as you don't have the support of your boss, your ability to enforce any agreement is in question. Take my word, there will be no ceasefire. Rooboow will kill one Ethiopian soldier every week or every other week and the Ehiopians will kill 20 or more Somalis every day or every other day. And we supposed to believe that Ethiopians are loosing this war?

Good news at last!!!
Although some Somalis seem to be allergic to peace, I see this deal as a golden opportunity which should be grasped in both hands.
Yes it may not be what we expected, but I think we should support those courageous men and women who have taken great risks and bold measures to reach a consensus to save the Somali nation.

This agreement is nothing but 'stopping the jihad' to
save xabasha's troops in Somalia, no matter how it is
dressed up, and after the Shariif was put in a state of
confusion, was forced to sign.
Another very important factor is: even if the xabasha's
do leave Somalia (which I do not think so), who are the
troops to replace them, aren't they the ones who are
doing atrocities around the world, you have already heard

This agreement is a test to the members of the opposition still based in Eritrea. t is no secret Ethiopia is suffering huge military loses in Somalia on daily basis. It is very difficult for the regime in Addis to sustain these loses.The regime in Eritrea is more than happy at the fate of their arch enemy and they would prefer they stayed there longer.But is it in the interest of Somalis for Ethiopia to continue cause havoc like the one we saw In Bakara souk the last few days. If Sheikh Awes and Abu Turki are working for the interest of Somalia and not Eritrea it is imperative they give this agreement a chance. The UN must be fully committed to this aggreement and must give a priority to getting peace keeper from Somali friends to replace Ethiopians.

It's ambiguous, premeditated deceitful statement. One never uses the word "sufficient" in an agreement, for it's relative word.
What you think is sufficient may not be sufficient for someone else.
This word was introduced so that, even after UN troops land in Somalia - The Ethiopian army will continue to stay & keep assassinating intellectuals, businessmen and journalists.
This magic word "Sufficient" will enable Ethiopia to wield power and authority over the parliament, the president and whomever it wills. "Ethiopia can NOT stay in Somalia in current condition - however, After this agreement - there will be UN troops to fight agains the freedom fighters and Ethiopia to keep doing it's dirt job - peacefully"
To avoid this; the people of the south should have a local government with a governor, police and military. The federal government will have nothing to do with it, like Puntuland. In this event, the local government will weed out the Ethiopian hitmen and their mercenaries.

This is agreement will not last for the following reasons:
1) It legitimized the invasion and occupation of Somalia.
2)ARS doesn't control the resistance, therefore cannot enforce
its implementation.
3)There is no guarantee that the UN will deploy within the time period.
Many things can happen on the ground that will change.
This is agreement is meant to and weaken the ARS.
The only positive part is the relief of the humanitarian sitatution
on the ground and even that is not certain.
This agreement attempt to ARS the illusion of getting a promise of Ethiopaian withdrawal.
Allh may strengthen and bless the resistance.
The resistance will continue to fight and bleed the Ethiopans
and their stooges to death. Victory against the criminals is close.

If this leads to Ethiopian withdrawal from Somalia within 120 days, I think everybody won.
In the mean time, if anyone wants to hit ethiopians troops in Somalia, they can do so without violating this agreement as long as ARS does not claim it. So nothing changed there!

This is a useless agreement and as far as I am concerned Sheekh Sharif, who many including myself have considered the true and legitimate Somali president, will lose many supporters if he is part of this partisan accord. Observe how issues pertaining to bringing criminals who committed atrocities in Somalia to international courts are eliminated. Well, the good news is that most Somalis wouldn’t accept this worthless agreement.
As WiilWaal pointed out, the same people who provided the means and manners for Ethiopia to occupy our land are behind this.
